The Alliance and Debt Web
The connective layer over the roster and the agendas: who is allied, who owes whom, who is a proxy for whom, who is a rival, and the hidden loyalties no Council member can see. Built from the canonical cooperative pairings and structural conflicts, the informal leverage (section 2.3), and the agenda audit. Every edge here is a lever a scene can pull.
Guilds are named by their guild; each carries its Fused House (see ). Non-guild great houses of weight also appear: House Jukaggle (Azhandian-Sulamiri, preservationist), House Brackun (factory operators), House Nhanga (cloud-network concerns, and the competing claim against Prodigus), and House Enwith (freed-Azhandian-slave self-made magnate).
1. Standing alliances and cooperative pairings
Section titled “1. Standing alliances and cooperative pairings”These are durable, structural, and mostly survive a change of personalities.
- Blue Cross + The Core, the peace-and-restraint pairing; they cooperate on anti-war positioning at Council.
- Bavit-vita + Alyu’amare, the common-people bloc; they share a constituency and often vote together.
- The Sulamir League + Prodigus Group, the quiet-survival pairing; they advise each other on matters neither raises to the full chamber, and Prodigus leans on the League when it finally pushes for elevation.
- Abyssal Fires + The Masons, the old pre-war-records understanding, which quietly gives Abyssal Fires access to Aldasen and Great War archives and the Masons a research partner.
- The White Legion + Blue Cross, the cultural alliance linking Frewna’s stage to Antodinera’s hospices.
- Torrus Ectos + The Hand, the fish-trade route that moves Julin’s catch south.
- The frontier triangle: The Masons + Abyssal Fires + Alum-sidek, Hakkar, Nolekkelon, and Tonja share the Waste Land watchtower line and patrol rotations.
- Alum-sidek and House Corveliss, the kin-sworn bond (Tolleman kin-sworn to Corveliss) that holds the split guild together, and the magnerail charter that makes the two “functionally inseparable.”
- Iron Coin backs the Temple of the One against Emphemere, a conditional alliance that activates whenever Lady Summer’s noble-house consolidation threatens the credit system’s independence.

Section titled “2. The debt and finance web”Money is the single most connective medium on the continent, and two guilds sit at its center.
- The Iron Coin is the master creditor. It holds quiet debt positions on every great house, used sparingly. Any house it has lent to is a house it can discipline, which makes the whole aristocracy financially downstream of Lupan. Its restraint is the point: the debt is worth more uncalled than called, and calling any of it openly would undermine the impartiality the Council depends on.
- The Hand lends outside the banking system. Every noble house Dru Danum finances is a house the Iron Coin cannot discipline through ordinary credit, which is the structural root of the Iron-Coin-vs-Hand rivalry. The Hand holds several quiet debts that politically constrain the guilds that owe them.
- Multani sits on the transaction flow. Multani-adjacent networks touch nearly every intra-Council transaction, so Multani knows the shape of the money even where it does not own the debt.
- Local finance rivals feed the majors: House di Lupan strikes the coinage the Iron Bank lends against; House Bizhan holds the caravan-credit ledger every mid-tier Sahthani merchant owes into; House Boahene runs Bolanbi’s river-crossing banking; House Devraj controls the trade concessions Bavit-vita’s tuition economy runs on and can throttle them.
- The Veil Levy is the continental tax that funds the dome’s public upkeep, and the Sulamir League may understand its true accounting (the secret dome-cell) better than the senate that levies it.

Section titled “3. Proxies and wedges”The cold-war move is never a direct blow (that reads as reaching for the crown). It is a proxy played through a Rival House or a client.
- Iron Coin courts House Boahene as a wedge to split Bolanbi’s delegation away from The Hand.
- Multani plays Gren of Torrus Ectos, extracting Council votes and martial-services intelligence Gren does not know he is supplying.
- Torrus Ectos and Emphemere back House Mariella against Blue Cross, using her capacity faction to erode Vaz’s restraint politics.
- The Hand or the Iron Coin would sponsor House Voronets’ audit case against Emphemere’s brokerage skim, buying a wedge into Yisk’s export trade.
- Bavit-vita’s homeland faction (and the Iron Coin) could run House Osenko as the public face of the open-gates push against Lady Summer, at the hour her closure vote looks worst.
- The Iosan Serpents run undercover inside OCTA as the deniable counter-force hunting the Heralds, a proxy war fought below the Council’s sightline (see section 5).
4. Structural rivalries
Section titled “4. Structural rivalries”Permanent contested lanes that do not soften when the personalities change:
- Iron Coin vs The Hand (finance) · Multani vs Alum-sidek (arterial access) · Red Dragons vs Torrus Ectos (martial services) · Emphemere vs Alyu’amare (house-alliance brokerage) · Temple of the One vs The Core (contemplative tradition) · Abyssal Fires vs Order of the Spider (intelligence).
And one rivalry that is one-against-all: Alont’s restructuring push. His proposed inner circle of “the better guilds” makes every other guild a standing opponent, because none of the seventeen wants to learn it has been excluded. This is the rare issue that unites the chamber, the same reflex that guards the empty throne.
5. The hidden layer (loyalties no Council member sees)
Section titled “5. The hidden layer (loyalties no Council member sees)”The most important edges on the map are the ones off the official register.
- Cyl’s true loyalty is to Oen, not to Alum-sidek. Her personal priority (protect Oen at any cost) supersedes the guild’s institutional goal whenever they diverge, so the Alliance’s most capable operative is not, in the end, its own. The other Leaders do not yet know the Left Hand of Alum-sidek runs a priority scheme no Council member shares.
- Haymond is soul-pact-bound to Cyl (protection only), his Right Hand title mere civic cover.
- Niska suspects Cyl is the savior-prophecy figure the Temple’s doctrine has pointed at for centuries, an unconfirmed edge that, disclosed at the right hour, reframes the whole Council’s cosmological stakes.
- The Council’s secret dome-cell holds the real dome-Binding, while the public credit (and the public blame, if it fails) sits on the Masons (Hakkar) and the Red Dragons (Creko).
- The Iosan Serpents vs the Heralds of the Sunborn (Valareth) is the live proxy war under the espionage web, run undercover inside OCTA.
- Aesen Corveliss’s severance coalition: a fifteen-year-cultivated bloc of Council-adjacent sympathizers to his Hollow-storm philosophy, an ideological network cutting across guild lines.

Section titled “6. The issue-factions”Blocs that form on a specific fight rather than as standing alliances:
- The gates crisis (book one). Closed-gate / city-primacy (Emphemere, Lady Summer’s faction) against open-gate / homeland-aid (House Osenko, Bavit-vita’s homeland faction, and the Stoneheart-Trapper “stand with the exposed” tradition). The book-one seepage forces this to the front.
- The peace-and-restraint bloc (Blue Cross + The Core) against the tension-profiteers (Torrus Ectos, and Emphemere where conflict serves her), who quietly back Mariella and any move that keeps a crisis hot.
- The intelligence war (Abyssal Fires vs the Order of the Spider), with the Serpents-vs-Heralds proxy running beneath it.
- The dome question. Whoever learns the dome is failing against the Hollow holds a weapon over the League, the Masons, the Red Dragons, and the whole senate that funds the Veil Levy. Prodigus knows most; the League knows the accounting; the Council’s cell knows the work.
